1) for those born in 1992 onwards, they cannot apply for driving till they are 21.
or worse still.
2)they can take license, but cannot drive till they are 21.

cant believe this rumor is still around. must be the longest surviving rumor in Spore. when i was 16, they said those born in 1987 onwards cannot take driving till they are 21 and girls have to go through NS.
